In your opinion, how the local self-governance should be organized in Georgia?

In order to correctly organize the self-government system, it is important to understand the conditions of the demographic picture we live in. Our reality is - 1.5 million living in Tbilisi and the rest provincial Georgia, elite gathering in Tbilisi and the “Leadership” deficit in the regions, the need of urban development, and the need for budgetary decentralization. Tackling these problems requires a broad public consensus on the issues of territorial arrangements and the managerial functions of Government institutions.

Many community groups have the Territorial Arrangement Reform initiative, however we have not heard the well thought-out concept from no one so far. The impression remains, that it is planned to create the regional authorities at first and then to take care of their functional loading. We believe that, at first we need to establish the management functions of the public/Governmental institutions, and then specify which functions to be accomplished by which institutions.
